The Rachel Maddow Show: Rand Paul 'explains' what areas the Civil Rights Act of 1964 shouldn't protect

First I want to say thank you to Gryphen and  The Immoral Minority, for posting such an informative and important post about Rand Paul's interview on The Rachel Maaddow Show!

In the following video from The Rachel Maddow Show, Rand Paul fresh off winning the primary, shows that he has some very definite opinions, beliefs and ideas on what areas our government should be involved in and create and enforce laws. Specifically areas of The Civil Rights Act of 1964.




I have watched it several times as well as gone to Rachel Maddow's website, which as usual is full of extremely detailed information, facts, statistics, links, etc. on every area covered in the interview on 5/19/2010, and I still can't wrap my head around Rand Paul's comments and more accurately stated, his complete evasiveness in answering questions Maddow asked him. In my opinion I don't think that Maddow could understand it either because she seemed confused at first by his responses. She even rephrased the question a few times and offered him opportunities to clarify and explain his comment in the NPR interview.

She repeatedly asked him if he agreed with the section of The Civil Rights Act protecting people from discrimination in privately owned stores, restaurants and businesses, and he wouldn't answer it. He would say that he is against any discrimination, but then give one reason after another as to why this shouldn't be included in the Act. She offered him more opportunities then I can count to answer the question and he just flat out refused to.

My question is this.....Why would a person who claims to be completely against any type of discrimination and believes it's wrong, say that he believes that only publicly funded places shouldn't be allowed to do it?
